Baby really high, inducing in one week?!?

Im 39 weeks today and at my doctors apt two days ago he mentioned again she was "really high" Ive been being checked since week 37 and have not dilated at all, or effaced at all, and every time he says she's really high. So this time he said lets have a look on the ultrasound. Shes in position, but he pointed out how far away she was from the pubic bone, and said if she isn't here by next week we would discuss induction, has this hap pend 2 anyone? and why would i need to be induced, i know i dont have to be, but can you think of why hes thinking it might be best?!
